Update my Ipad from iOS 9.3.5 to iOS 10

I need to install the Amazon Music app on my ipad and it requires iOS 10. My ipad currently has iOS 9.3.5. When I try to do a software update it mentions that the 'software is up to date'. How can I update my ipad to iOS 10 ?

iPad Mini Wi-Fi, iOS 9.3.5

I understand that you'd like to download iOS 10 for your iPad, and I'm happy to go over some information for you. iOS 10 has the following system requirements:

iPhone 5 or newer
iPad 4th generation or newer
iPad mini 2 or newer
iPod touch (6th generation)
