Go directly to the home screen and click on the AppStore icon, try logging in that way or sign out of icloud and sign back in using your phone screen password and reset from there.

this is a user helping users with tech questions, you are not addressing apple, non of us users would have any idea why your appleID was disabled
If necessary, contact iTunes Support. Scroll to the bottom of the page in the 2nd link.
