I bought a new iPod touch to use when I am walking and because my new cars media options are all electronic. Can it play music without WiFi accss because I can' seem to get it to.

As long as the songs are fully downloaded to the device, or were synced from iTunes on a computer they can play without Wifi.

You would need those songs downloaded onto your device. Then they should play without wifi. One way to test is to put the songs onto your device then put your device into airplane mode to see what plays.Redownload apps, music, movies, TV shows, and books from the iTunes Store, iBooks Store, and App Store - Apple Support
