Thanks for using Apple Communities.

When you block an ID, the iPhone understand that you don't want to get messages or calls from that number. As it can't go to the carrier and make a blocking, it will reject the incoming calls by itself. So the carrier understand you don't want a call at that moment, and offers the possibility for the origin send a voicemail instead.

It depends on the carrier. If they do go to voicemail, you'll find them in the deleted folder.
