Dear All,

I have an iPhone 4S 32GB and i'm having problem to activate my phone. Yesterday, I just got it from the mobile repair shop coz my screen was broken so what I did... I plug it in to my laptop to reset and update to the new ios which is 9.3.5 but after the update Apple is asking me to activate my phone... I enter my icloud and password but it saying "The Apple ID "h*****@icloud.com" cannot be used to unlock this iPhone."

iCloud: Activation Lock - http://support.apple.com/kb/HT201365 - This is a security feature, in part to deter re-selling of stolen devices.

Turn off Find My iPhone Activation Lock (formerly: Activation Lock: Removing a device from a previous owner’s account) - https://support.apple.com/HT201441 - If an activation lock was put on a device, only the owner of the account that applied the lock can remove it.

Are you the owner and is that your Apple ID?

iCloud: Remove your device from Find My iPhone - http://support.apple.com/kb/PH2702 "When you remove a device, it’s removed from your Find My iPhone Devices list, and if your device has iOS 8 or later, Activation Lock is also turned off."

So something is not making sense to me. 😟

You are positive you have entered the password correctly?

Apple takes activation lock very seriously so even if this is something that has slipped through the cracks in terms of how it happened you will find they will not readily unlock a device on your say-so (the FBI couldn't get them to do it). If you have the original sales receipt and you take ID and the phone to an Apple Store you can ask if they can reset the phone for you. If you had it repaired at an Apple Store it is worth taking it back to them anyway and explain what happened.
