I opened iTunes earlier and found that every single one of my hidden purchases has reappeared and messed up my iTunes library. I have deleted them numerous times, but every time I delete one, it immediately reappears back into my library. I have tried everything that I know of and they will not go away. I don't really know how to accurately explain this problem. Someone please help.

Turn off automatic downloads for purchases if you haven't already done so. You can remove unwanted downloads, and drill down into Library > Downloaded Music to see only what is on your device.

It would seem to be a bug with the management of hidden purchases that affects some users. Add your voice to Feedback - iTunes - Apple so that Apple can gauge how many people it is affecting. Hopefully it will be fixed before too long.

In which case the best you can do right now is add your symptoms at Feedback - iTunes - Apple. This is clearly something that needs a back end fix.

You're not alone. Something seems to have gone wrong with the way these are handled at the store. There seem to have been some repairs made already as earlier prompts weren't being shown when things were deleted, and it wasn't possible to get to the hidden purchases management page in the account area. Use Feedback - iTunes - Apple to let Apple know this is affecting you too.

I know there have been issues with some HomePod users not being able to play their content, so my guess would be that somebody tried to roll out a fix for that which had unintended consequences, and they've now tried to put that right again.

Same thing happening to me. Every single song I've ever purchased is in my iTunes / on my phone right now, and I can't delete any of it.

This is happening to me too. I submitted feedback. I can’t stand it, it’s all my hidden purchases including that stupid U2 album apple forced on us a couple years ago and I cannot get them off!

Yeah theres a bunch of threads about this. I wonder how many calls they got today about this. Mine is still doing it. Like I said hopefully its fixed soon.
This issue appears to have been fixed. I still had to delete a bunch of cloud items that ought to have been hidden, but this time they didn't come back.
