iTunes 12.8: Hidden iTunes purchases will not go away.

All of my hidden, non-downloaded iTunes purchases have reappeared in my library and I cannot make them go way. I click "Only Downloaded Music" under view, and it's all still there. I sign out of my account completely, and it's all STILL there! My library is completely disorganized because of this; I've never seen anything like it before. Hoping I don't have to go nuclear and/or manually delete everything unwanted.
