I can not creat a new ID and iCloud account. it says that creating limit is used and finished. So how can I deal with this problem? Help please!

Every iOS device can only be used to create 3 iCloud accounts. That limit cannot be altered or removed.

You will have to find another Apple device to initially create a new iCloud account. Once created, you’ll be able to sign in and use that iCloud account in your device.
