activation lock

a big company but can't provide solution to this problem of activating icloud lock. i hope they can understand us and make ways to give us solutions to this issues. not all second hand iphones are snatched or stolen. maybe the owner are just tired of providing the information. we are also user of your products. if the iphone is not in block list then why you cant give us solutions to this issues. please consider my concern.
