Cannot leave reviews for podcasts

On iPhone with iOS 11, there no longer seems to be a way to leave podcast reviews. All the instruction steps are

-find the podcast

-select the podcast

-open the review tab (this doesn't exist on iOS 11)

-select 'write a review'

On my old iPod 4, with iOS 9, it has the reviews tab. But only says 'more reviews' at the bottom, with no way to leave a review.

Neither iOS 11 or 9 (as of the posting date) have a way to leave stars, write text, etc.

Lots of other posts like this, but no good answers. Lots of posts from podcast producers that they can't see their reviews.
