iWatch 2 - Activation Errors

I purchased a lightly used iWatch 2 off of eBay. When I tried to pair it with my phone, I get all the way to terms and conditions, then I get an activation error: "Activation Error activation request could not be completed. Please press the home button. If the problem persists, please contact customer care". I've reached out to support who has been of no help. The seller and I have been on FaceTime numerous times and he showed me where the iWatch is no longer paired or attached to iCloud or an iPhone. I've factory reset both the watch and my phone, still not able to get past this error. The watch WAS working perfectly fine when I opened the box but once I factory reset it, I've been stuck with this issue and activation error.
