the restore and update for my iphone 5s is not working with an error code of 3194

I have forgot the passcode to an iPhone 5s and it is disabled and I have tried using iTunes restore and update button 3 times and every time it takes about 30 minutes and then pulls up an error code of 3194 and my phone is still disabled. I just want to wipe it clean at this point I don’t care what gets lost.
