I don't use visual voicemail, however one of the options in checking my voicemail is to forward a copy of the email to another user and one of the steps it asks for a mailbox number. What is the mailbox number?..is that just the phone number for another Iphone user?

That would be another user on the same voice mail system. You can't forward them outside of your carrier's voice mail system.
If you want to forward voice messages outside of Visual VoiceMail, that functionality would have to be provided by your cellular carrier.
Thanks. I did not appreciate that the voicemail was actually the carriers voicemail system. Kept thinking the basic voicemail was part of my Iphone, and that the visual voicemail was what my carrier can provide...for a fee. It makes more sense now.
