We live in a very rural area with no internet options. However we do get decent cell phone data coverage, and we use our apple products with data plans for internet and entertaiment (Netflix, YouTube Tv, etc...). I would like to connect my iPhone 8 and iPad 5th gen iPad wirelessly to the tv. We have tried Apple TV, but didn’t work to stream content from Netflix, YouTube TV. Any help would be really appreciated!!

Why didn't an Apple TV work? The Airplay signal between your iOS device and the Apple TV does not require internet. Some content providers do not allow their content to be Airplayed.
If your cellular data works in your location, did you try to use it as a personal hotspot and connect your Apple TV to the hotspot for streaming?
Your only options are using Wifi or get yourself a lightning to HDMI adapter.
Not all content will allow you to stream to the Apple TV. Each app is different and depends on the developer/provider.
