You can't. FaceTime is not available on devices purchased in the Middle East when used outside of the Middle East or when used in the Middle East in a country where it is banned.
But i do have imessage and am using it
This week a facetime logo had appeared
But below it there had been a sign as if it had been updated
When i clicked upon it, it disappeared
