Thanks for reaching out to the Apple Support Communities! That is a great question you have about transferring your voicemail to a new device and I am happy to help out! Take a look at this article to Set up Visual Voicemail on your iPhone. Specifically, take a look at this section:

Transfer your existing Voicemail

To transfer your existing voicemail, follow these steps:

  1. Go to the Phone app, then tap the Voicemail tab.
  2. Tap Set Up Now.
  3. Enter your password,* then tap done.
  4. Record a custom greeting or use the default greeting, then tap Save.

If you forget your voicemail password, there's no way to reset it from your iPhone. You need to contact your carrier to reset your password. If you insert a new SIM card, you might lose the voicemails that you saved on your iPhone.
