I would see if it does macOS Extended Journaled on

a new partition. If it does, then select that volume in

Disk Utility and then convert it to FAT.

But one has to wonder, why would you want a FAT partition

on an internal Mac drive?

Well, I need Windows NTFS partition but result is the same that FAT format in diskutil...

I read that problem is APFS... Many people change file system to macOS Extended Journaled but I suppose that I have format and lost all my files...

I read other people say that problem is TM snapshot and there are delete it

You have a 120GB SSD which already uses 81GBs for your macOS system. Therefore, you cannot create a 40GB partition because the drive isn't large enough. You will need to reduce the size by at least 1GB. If you still get the same error then reduce it another 1GB.

No, this is not the problem...

80Gb free space of 121Gb you see

Keep in mind that once you add the maximum sized FAT partition you can fit you will be left with no space to run or do anything with your Mac High Sierra. Your disk is just too small to usefully have multiple partitions. Get an external drive to format FAT if you need a FAT partition.

Problem I suppose is APFS...
