contact sync with iPhone, iPad, and iCloud

I have differing amounts of contacts on my iPhone, iPad, and iCloud and I can't find a way to get them synced. Does anyone know how to do so?

iPhone 7 Plus, iOS 11.2.6

Are you trying to sync them all via iCloud? Are all the contacts on iCloud?

Yes I’m trying to synch through iCloud. No not all the contacts are in iCloud. All the contacts are on my iPhone. Thanks.
