How to download your pictures from icloud to your pc

When i click the icloud photos folder on my laptopand select download photos and videos it comes up a message saying its preparing the photo library because its so large it may take a while. No matter how long I wait nothing happens. I had the same problem a couple of years ago and spent hours on the phone to apple and eventually got it to work but was hoping for a quicker resolution.
