I updated to High Sierra 10.13 yesterday and now my Office 2016 products don't work. The Word icon merely bounces in the dock but never opens and the Excel and Outlook icons have the international 'NO' symbol across them. Is there a patch available?

The latest version of High Sierra was just released yesterday. You may want to upgrade. The latest version of Office is 16.7. I recommend you upgrade if you are using an earlier version. Be sure to delete all the Office apps in the Applications folder before installing the new version of Office.
