In High Sierra, I cannot shot my photos manually in an album. When I drag them to a new position, they return to where they started.
I can either sort by title, oldest first or newest first. There is no choice for a manual sort.

What kind of albums are you trying to rearrange? I can no longer test on OS X El Capitan (10.11.1), but in Photos 3.0 on macOS 10.13.4 High Sierra only standard albums can be sorted manually, not smart albums. At least, in my libraries the manual sort does not work for smart albums.

Turned out the solution was to restart my Mac. I was working with an ordinary album, which contained a mixture of digital and scanned slides. So I had to sort them manually.
After the restart, things are working fine.
