webgl2 not functioning all browsers macbook pro 13" late 2011

All browsers have the same issue. Tested chrome, firefox, safari, firefox developer. All of these browsers support and have webgl2 enabled by default.

Going to https://get.webgl.org/webgl2/

I get the message ... "Hmm. While your browser seems to support WebGL2, it is disabled or unavailable. If possible, please ensure that you are running the latest drivers for your video card."

Of course my video card is the Intel HD Graphics 3000 512 MB and drivers are fully controlled by the OS.

Note that Webgl works fine. Only webgl2 is failing.
