I’m not trying to download it I am having a problem with a in-app purchase
I had the same problem, but then I went to restrictions and noticed that in app purchases were disabled. I enabled them, and then it worked.
If you're trying to download that app from App Store, contact iTunes Store Support diractly and explain your problem.
