When importing photos from android (Pixel XL) to the photos app, it brings across all the thumbnails as well.
Is there a way to script to remove these from a library or not include these photos upon import in the first place

The ony way to not import them is to not select them for import
there is a user script to show photos in the Photos library by pixel size that might help you overcome this deficiency in the Android software - : Script: Search for Photos by the Dimensions in Pixel Size

If your purpose is to not display the identifying thumbnail in the Photos album and elsewhere you can always Control-click on one or a batch of photos and select Hide from the drop down. They still would appear with their thumbnails in the Hidden album, of course. I realize that that is not what you asked about.
