Your photo and video library is being prepared, can't download Photo Library photos

The last time I looked, months ago, this issue had 968 frustrated people saying they had the same problem. That included me. On March 29, 2018 I was offered the latest update to the iCloud app for my Windows 7 PC. After installing it, the app started downloading photos again, just as it used to. It seemed to me that it quit working when I upgraded my phone to iOS 11, around six months ago. Just thought I'd spread the good news. Hope it works for others...

I have installed iCloud 5.0.2.61 on my Windows 10 computer. When I try to download my photos from iCloud Photo Library I get this error. This has been there for several days already. Any solutions?
