Since Ukraine isn't part of the EU (yet) you should be eligible for a VAT refund. You would need to get a refund form from a store that has it, and Global Blue only lists two Apple Stores in France (one in Paris and one in Nice) that they work with. There may be other tax refund processors.

It should be the entire VAT refunded. I don't know what the current rate is.

I think the only way to get an authoritative answer would be to contact stores directly yourself and ask them.

Either there is a rush of Uknrainians to France buying iPads or I answered a post about this from you last week. Did you ask on the French forums? I did a web search and cannot find any mention of Apple offering tax-free sales in countries. Maybe they do but nobody talks about it.
