Wifi is not region dependent. You can get Wifi anywhere you get internet mostly. All you need is a Wifi router or access point you can buy in any electronics store.
Anyway, a GPS only watch can send and receive messages only if the paired iPhone is nearby. If there is no Wifi, it can do so with the iPhone over bluetooth if necessary.
