How to change the default save location for any file

If I open a file that was already created, whether it is an image, text document, or anything, and then I save it as something else, the default save location is the place I saved the previous file rather than the one open. Is there an option that will first suggest to save the file in the proper folder structure in which it is already saved? Not having this option involves a lot of backtracking. I checked the System Preferences and searched online. I found similar questions, but they weren't exactly the same issue.

Applications written in Cocoa by Apple do not provide an override of the last saved location with that of the current opened file location. Either they are the same, because your last saved location is in the current file's location, or you are presented with the different saved location. Depending on the application itself, it usually stores this open location/saved location information in the same internal variable, which is overwritten when the application quits.

If you click on the dropdown under Tags where Desktop is shown in the window is the folder 10 UI Designs listed in the Recent Places of the dropdown.

Also if you take the dialogue out of Icon view and click on Column view then you can navigate through your folder structure easier, find 10 UI Designs select it and then the next time you want to save a file there it will appear in the Recent Places.
