Photos 3.0, High Sierra, on a 13" mid-2010 MacBook Pro 7,1 is missing the sidebar. The sidebar is only visible in full-screen mode.
I have a 2011 MBPro, same version Photos, same OS with a sidebar. In fact, every one of my 5 Macs has a sidebar in Photos.
What's up with that?

When you hover your mouse over the left hand edge of your Photos window do you see a crosshair? If you do you can drag it to the right to reveal the Sidebar.
