Cannot change country associated with Apple ID

1) I need to review and accept the Developer Program License Agreement on developer.apple.com

2) When I go to developer.apple.com, I get an error saying "There is no country associated with your Apple ID. Before enrolling, enter your country at My Apple ID."

3) When I try to edit my Country/Region on appleid.apple.com/account/manage, the field is grayed out and it says "Your country cannot be changed at this time".


What to do?

This happened to me too. My Apple ID in question had never been logged in to iCloud before. I resolved the issue by creating a new user on my Mac and logging in to iCloud with the Apple ID using the new user I created. When logging in to iCloud I had to accept updated user terms. After that, I tried to log in to iTunes (still logged in on my Mac with the new user). iTunes then allowed me to enter a country/region for my Apple ID.

Read the article for a list of things you need to confirm first such as no existing balance or subscriptions. I also don't know if this is different for a developer.

For the record, I have this same problem. Contacting iTunes Store Support was unhelpful as they sent me over to the developer support hotline. The guy there wasn't helpful either, and although he took my phone number "in case we get disconnected" he didn't call back once we were disconnected.


At this point I cannot do anything with my developer account.
