You mean "Lease" a phone.
Apple has an upgrade program that may work for you.
You get a phone pay monthly for 12 months and get an update to a newer phone after 12 months. Or pay 24 months and keep the phone. You can then choose to start a new program if you want to.

That's essentially what you're doing with all of these so-called "free" phone offers from places like Verizon, T-Mobile and others. The high monthly cost for your service is partly a monthly payment for the phone. That's also why there's a high early termination fee. They're collecting (at minimum) the unpaid balance of your "free" phone.
Translation: and phone they offer is never free. Worse, once you've actually paid the phone off, your monthly rate stays at same level it started at. Then you're paying for your monthly cell service and extra for nothing in return.
By far, your most cost effective way of purchasing a cell phone (any brand or model) is to buy it outright. Only purchase an unlocked model so you can use it with any provider that supports the type of phone you have. While their print and TV ads always show older folks, Consumer Cellular has the best and cheapest rates of any I looked into. They lease connection time for ATT's satellites. So, you're getting exactly the same coverage area ATT users do for a fraction of the price.
