.csv Files default to Excel 2011, not Excel 2016

I just updated to High Sierra. I am commonly given .csv files. I noticed in High Sierra, when I double click on the .csv file, Excel 2011 launches, not Excel 2016. It appears to be a security issue. When I do a Get Info, and change the Open With to Excel 2016, I get this message . . . “may22.csv can’t be opened because it is from an unidentified developer. Your security preferences allow installation of only apps from the App Store and identified developers."

I can "allow" this file to be opened by going through the security preferences . . . OK. But when I try to change all .csv files to open with Excel 2016, the preference reverts back to Excel 2011.

Any way to change this?

I uploaded again all my Office from disc, thinking that the problem is with Excel.... but it doesn't solve the issue.

On positive side, I at least could click on file and open it, then in Excel I could go "open earlier" and get the file. Though, it is not convenient not be able to open from Excel menu directly.

Why is the problem with disabled(gray) field when I've tried to open csv file?

I looked to see if I could duplicate your issue. Do you mean the default "Open" dialogue Office 2016 shows?

Personally, I find this practically useless. Click on the option, On my Mac to get a normal navigation box.

I saved a dummy Excel file as all four types of CSV you can use. As you can see, all four show up with the Excel logo and can be opened from there.
