I think it’s bc of the update ... I too have the same problem, sign out and back in to iCloud still same problem .. taping on the iCloud disabled and repair account still doesn’t disappear .. any help ??
Turn off IMessage - Turn off phone - Turn phone on - Turn IMessage on
It should disappear. Worked for me.

Like turn off icloud drive? Because it isn’t giving me an option to turn off icloud

Tried that but it didn’t work for me on my iPad Pro.
Same issue here. Unlike a lucky few, i have not been able to make this repair account message disappear. Maybe will be fixed with next update.

someone said klick your heels together 3 times... also holding home button and off button to soft reset works too.
messages in icloud is currently disabled
