please review your apple id account

hi, i have just got a macbook and i was wondering how to get the app store to work because i have got an apple id that has not been used with the app store yet and it keeps coming up with the error message of "please review your account information, i click on this link that says "review" but it does not take me anywhere. i have also tried setting the billing information and the payment settings but still comes up with the same error message.
