Crossfade songs on iTunes has been working fine on my DELL Inspiron PC (new Nov 2017)
until the latest iTunes update (April 2018), now it has stopped working altogether. Any ideas?

If you want that feature roll back to iTunes 12.7.3.46. See the iTunes installers section of Troubleshooting issues with iTunes for Windows updates for direct download links and advice on reverting to a pre-upgrade copy of your library.

I have the current version of iTunes installed 12.7.4
Okay thanks. So is the latest iTunes 12.4.76 upgrade not supporting crossfade ?

I would think so. If it was intentionally removed then the controls would have gone too. What is less clear is how quickly they will do so.
