"A New Station Alert has Arrived" on the iPhone

So, for the past couple of months, on a random, but daily basis, a male voice (not Siri generated), stating, "A New Station Alert Has Arrived," is produced on my wife's iPhone 7 Plus... I've scoured her phone, and can't find any app that would cause this "alert" or notification.

Google doesn't provide any useful solutions. I can only find one instance where someone appears to have experienced the same problem, but even that "find" is sketchy (I can't pull up the text from the google search).

There doesn't appear to be anything on the Apple discussions boards concerning this odd behavior...

Any thoughts out there???

There's also the possibility that you inadvertently installed an emergency notification profile. To check open Settings/General and scroll to the bottom. Just below VPN and above Regulatory see if there is an entry labeled "Profiles" or "Device Management". If there is open it and delete any profiles that look like they may be related to these messages.
