Adding text to PDF in Preview with Wacom tablet

This question was originally posted under Mountain Lion in 2015. The bug persists, three years down the line.

To add a text box to a PDF using Preview, you first show the markup tool bar, then click the "Text" tool icon.

When you click on the tool, a text field appears on the PDF (the default text is "Text"). You click in the box, type whatever text you want to add to the PDF, and then when you move the cursor to the edge of the box, a hand appears and you can reposition your new text.

Only one problem. Using the mouse from my Wacom Intuos 4 tablet, even though I can see the hand cursor, I can't move the text. I can reach right over to my laptop and use the trackpad to move it no problem. The Wacom mouse simply won't move text.

Can anyone else move the text box with a Wacom tablet or pen?

MacBook Pro with Retina display, macOS High Sierra (10.13.4), Wacom Intuous 4 tablet
