If she didn't have Find My iPhone turned on before she lost it, there is no way to electronically locate it. The following has some other suggestions such as changing passwords, etc. If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

Blocking is done by you carrier, if supported.

It is too late to use Find My iPhone.

Apple - Find My iPhone, iPad, Mac, and Apple Watch - http://www.apple.com/icloud/find-my-iphone.html and: iCloud: Find My iPhone overview - http://support.apple.com/kb/PH2696

The following conditions ALL have to be met:

1) You have the "Find My" activated BEFORE you lose the device.

2) The device is turned on and for cellular connection has a SIM card installed.

3) The device is able to connect to a registered wifi connection (iPad, iPhone, iPod Touch, Mac) or data network (iPhone, iPad with cellular).

4) The device was not restored by a finder of the device (if it was really stolen then the thief has probably restored it unless activation lock is active).

iCloud: Locate your device - https://support.apple.com/kb/PH2698- "If Find My iPhone can’t locate the device, the last known location is displayed for up to 24 hours. "

iCloud: Lock and track your device using Lost Mode - http://support.apple.com/kb/PH2700 - also how to unlock

See the last paragraph in the "Change your passcode or passcode settings": section of:

Use a passcode with your iPhone, iPad, or iPod touch - Apple Support

The bottom line is that if a finger print is not recognized, then the iPhone asks for a passcode (that your sister must also have setup). If she set the option to erase the iPhone after 10 failed attempts, then she should be OK. Otherwise a "computer technician" can keep guessing until the iPhone unlocks. That will allow some limited access to the data that is not protected by the Apple ID (since she changed that password).

The real bottom line is next time setup FindMyiPhone.
