Can I buy iPhone 8 plus in USA and use it in the Philippines. Using ph sim card which is Globe?

I’m visiting USA and planning to buy an iPhone 8 Plus. Can the phone be openline and can I use it with the sim card I use in the Philippines since I really live in the Philippines.
