Cant move "photos" to trash because "some of its extensions are in use"

The Photos application is installed as part of MAcOS X and is protected by the system integrity protection. You cannot delete this application or modify it, unless you tamper with the system and disable the protection.
The error message you are showing is strange. It should have been this message:
The only extension offered by Photos is the Photos Storage extension. Other applications can use it from the Share menu as "Add to Photos". Have you perhaps been saving photos from Mail or other applications to Photos, while you have been making this screenshot?
Photos is keeping the photos you import in a Photos Library. By default this library is in your Pictures folder and called "Photos Library.photoslibrary". This is what you need to save and move to an external drive, as pointes out by Keith Barkley.

What exactly are you deleting? The word "Photo" seems odd. Are you deleting a folder.
When you say you moved your photos to an external drive how did you do this? Are you expecting to still use the Photos app to work with your photos?
The quick fix would be to reboot.

You want to delete the "Photos Library" in pictures, not the Photo's application. The fact that you asked that question, means I would check to make sure that you did indeed copy your pictures.
