The CarPlay option should be in Settings->General->Carplay, just under Handoff, and just above Home Button You can use the search at the top of the Settings App to find it also. Just type in CarPlay there.
The CarPlay option on an iPhone is only for Wireless CarPlay. Most car manufacturers have not implemented Wireless CarPlay in there cars, and only can only use Wired CarPlay.
You need to connect the iPhone directly to the car using one of their USB ports to use CarPlay in your car if it comes equipped with it, not all cars and not all trim levels for a car will have CarPlay support.
Refer to your Car's Media Center's user guide or manual for specifics on how to access CarPlay on your specific car.

if you don't have Carplay under Settings>General, check:
Settings>General>Restrictions>6th option must be ON (green)
