So two weeks ago, everything was fine............until suddenly my messages stopped delivering to the person that I was texting at the moment about something very important! I tried searching on google and nothing worked. Is there any way I can fix it? Btw The person I was texting has IOS 11 and I have IOS 9.3.5.

When texting between Apple devices, you are most likely sending them an iMessage and not an SMS message. The latter being a service provided by your wireless cellular provider.
You would know which type of message it is by the color of the text bubble: blue (iMessage) or green (SMS). If this issue is with sending an iMessage to just one recipient, can you receive iMessages from them?
Do you have access to another network where you can try? That has worked for several people.
Try a restart.
Try a forced restart.

My iPad doesn't support cellular data, and it doesn't send SMS. I receive messages from them but when i reply it doesn't show delivered.
It could, if you used the Text Messaging Forwarding option to link an iPhone to your iPad.
