Blacklists are managed by carriers. Generally, the only person who can remove it from the blacklist is the person authorized on the account the phone was on when it was active with that carrier. So, no, you probably can't.
Unless you are the original owner of this phone, it likely went blacklisted because it was reported as lost or stolen. So the real question is did you purchase this phone brand new from Apple or an Apple Authorized reseller? If the answer is no, you likely will have no ability to convince the carrier to un-blacklist the phone.
He can ask, but he likely won't be able to have the phone unblacklisted. It's almost always a lost or stolen phone. This is why people should ONLY purchase an iPhone from an authorized seller or if from a private party, one that is completely cleared and on the Hello page, ready for activation as a new device.

Unfortunately for the OP this happens all the time with "private transactions". Since it's blacklisted, it would rule everything else out. There are stories on the Internet where people have bought phones here in Canada through a "private transaction" only to have the phone blacklisted for the buyer because the seller blacklisted it.
I don't know if you can even get a phone off that list, I heard it was brutally difficult even if you did have all the right info.

The carrier I used to work for would do it pretty easily if (and only if) you were the original owner and you were reactivating it on the line it had been active on before it was stolen. Of course, you had to properly verify yourself. But, that's the only way I've ever seen it done.
