iTunes Music Billing

A few months ago I changed my account from individual to family plan or joint with my spouse Paul ******. He was billed last month and shouldn't have been, because I am suppose to be being billed $14.99 instead of $9.99. The $14.99 is for the both of us. He should not be being billed at all. Can you fix this issue?
