"Switch to Desktop 1" not working

I'm running OS 10.13.4 on a Mac Pro (Mid 2012). I have multiple Spaces set up in Mission Control (with the intent that I have 3 Spaces, but I've got 4 Spaces right now for workaround reasons that I'll explain in a moment).

This is my current Keyboard panel, Keyboard tab:

The keyboard shortcuts for "Switch to Desktop 2", "Switch to Desktop 3", and "Switch to Desktop 4" all work as expected. But, no matter what shortcut I assign to "Switch to Desktop 1", pressing the shortcut does not work. I've even tried swapping F16 and F19 in the assignments, above, and "Switch to Desktop 1" still does not work. It just gives me an error beep when I tap that shortcut.

I want 3 Spaces that I can switch between with a specific keyboard press for each space. The workaround I'm using is that I have 4 Spaces instead, since the first Space cannot ever have a working keyboard shortcut, and I switch between Spaces 2, 3, and 4.

Does anyone know how to fix this so that "Switch to Desktop 1" works? Thanks in advance!

After struggling with this for a while, I coincidentally figured out a workaround seconds after my last reply.

Workaround:

  1. Launch mission control (ctrl + up for me)
  2. On the screen where the problematic Screen is, add another desktop by clicking the plus symbol in the top right
  3. The keyboard shortcut should now work
  4. You can delete the additional screen you added and the shortcut still works

Since I only just figured this out, I'm not sure how long it will work for before having to do it again.

Still, it would be nice to not have to do this.

Exactly the same problem here but I cannot switch to Desktop 2 with shortcut under my user, I've tried rebooting modifying shortcuts in various ways, deleting and adding Desktops via Mission Control.. nothing helps but what is really funny that any other user on the same Macbook can use any shortcut for Desktop switching and all of them work, even if I change them. This is madness. Brand new Macbook with fresh installation + some software installed.
