I have the latest version of iTunes (12.7.4.76) on my PC, but as of last night I'm not able to delete any songs from my library. I have rebooted twice, but the problem remains. This has never happened before. Is there a solution for this?

This build appears to have issues deleting from the library from within a playlist with shift-delete. You should be able to delete from say Songs or Albums.

Try reinstalling iTunes from iTunes - Download iTunes Now - Apple. Version 12.7.6.80 was release recently and it fixes an issue with crossfading. A quick check here suggests it might also address the delete from within a playlist issue.

psa02: No it didn't work for me. But I am at least able to delete songs listed in the "Songs" view (as opposed to the "Playlist" view). So I'm doing that until they fix the bug in their next update.
Thanks for your reply. I was able to delete songs in Songs view. The playlist I was unable to delete songs from is Recently Added, and I've never been unable to delete songs in that list until now. Is there a way to regain the ability to delete songs in Recently Added?
turingtest2: I do not see version 12.7.6.80 available for download (today is April 26, 2018). I only see version 12.7.4

The songs can't be deleted from your mac may be due having an issue on the Pc. Are you unaware that how to take a picture on mac? Visit how to screenshot on mac for your solution.
