my billing for my apple id is not Accepting my visa

I’m trying to put my debit visa back on my account and it is not accepting it, I keep getting the error message that it could not be updated. It worked last month just not this month. I use same card for my boyfriends id and that’s not working either

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store
