WiFi button greyed out. How can I fix this?

Last night I updated to the 11.3 iOS. My WiFi and bluetooth were working fine. Upon waking up this morning I have to open my phone to finish the installation of the new software update. However it would not let me pass the WiFi Network selection. I turned off my phone to try again and simply decided to skip the choosing network thinking I could add it from the settings app. However, when I try to select to turn on the WiFi button, it is greyed Out and does not allow me to do anything! Please help.

Also, the Bluetooth when turned on just keeps spinning.
