Question: unauthorized purchases of a minor

My grandson did a bad thing, a very, very bad thing to the tune of just over $500. We paid it since we found out it was him who had made the purchases. Meanwhile, there is a movement in our courts regarding unauthorized, under age purchases. We had something similar at Amazon. Who would I contact to see if this new law also applies to ITunes?

Has anyone else had this happen?
