Why does my message still say delivered even when the person who recieved the message read it
instead of saying ”read” it just still says delivered, why is this?

The recipient of the message, and this can only be an iMessage, has to have the setting on their device to send the Read receipt. They are in control of that. If the person does not have that setting turned on, you will just see Delivered on your device.
